U.S. Rep. Rodney Davis (R-Ill.), Ranking Member of the Highways and Transit Subcommittee, today released this statement after the House Transportation and Infrastructure Committee unanimously approved H.R. 3632, Fair and Open Skies Act and H.R. 3779, the Resilience Revolving Loan Fund Act. Davis is the lead Republican on both bipartisan bills. The committee passed ten bipartisan bills at today’s markup.
“Today’s markup is a reminder of how this committee has historically been one of the most bipartisan committees in Congress and it’s a great example of what we can accomplish when we work together,” said Davis. “I’m proud to be the lead Republican on two of the bills marked up today. The Fair and Open Skies Act will ensure safety throughout our airways by making sure foreign airlines are not skirting regulations or labor standards and the Resilience Revolving Loan Fund Act will help communities recover more quickly when disaster strikes. I’m hopeful we’ll continue this record of bipartisanship when we look to address major issues like a highway reauthorization bill later this year and into the next.”
Fair and Open Skies Act
Davis joined the Committee on Transportation and Infrastructure Chairman Peter DeFazio (D-Ore.) and a group of bipartisan members in introducing this bill in July. The Fair and Open Skies Act will protect American workers and safety within our airline industry. The bill prohibits the U.S. Department of Transportation (DOT) from issuing a foreign air carrier permit for U.S. operations to an airline that exploits a “flag of convenience” to avoid the regulations of its home country, or otherwise undermines labor standards. Resilience Revolving Loan Fund Act
Davis and Rep. Angie Craig (D-Minn.) were joined by local mayors, including Mayor Rick Eberlin from Grafton, IL, in July to announce the introduction of the Resilience Revolving Loan Fund Act of 2019, which would create a FEMA low-interest loan program for states to fund projects that reduce the risks and costs of natural disasters.
